New Registration Form for Non-Citizens Who Must Register

TITLE: New Registration Form for Non-Citizens Who Must Register

WHAT HAPPENED: The Department of Homeland Security (DHS) issued a final rule creating a new registration form for aliens (non-U.S. citizens) who need to complete required alien registration and fingerprinting. The rule also updates the list of documents that can prove registration.

WHO IT AFFECTS: Unregistered aliens who have a legal duty to register and give fingerprints. The rule does not change who must register, only the form they can use. If you already registered correctly, this rule does not affect you.

WHAT TO DO NOW:

- Check if you have a legal requirement to register. If you are not sure, ask an immigration attorney.

- Beginning June 29, 2026 (the effective date), you may use the new general registration form to meet your obligation.

- Look for the form number and full instructions in the Federal Register notice (the notice does not list them yet).

- Do not ignore registration rules — failing to register when required can cause serious immigration problems.
