Form I-912 Request for Fee Waiver Guide

TITLE: Form I-912 Request for Fee Waiver Guide

WHAT IT IS:

Form I-912 is the official USCIS request to waive (cancel) the filing fee for certain immigration applications or services. It is for people who can show they cannot afford to pay. You may also send a written request instead of this form. Some fees cannot be waived because of a specific law (H.R.-1 – One Big Beautiful Bill Act, Pub. L. 119-21).

WHO NEEDS IT:

You need Form I-912 if you are filing an immigration benefit that is on the eligible list (see below) and you have a demonstrated inability to pay. One common way to show this is by proving you receive a means‑tested public benefit. If you are under 14 years old or mentally incompetent, a representative can sign for you.

Forms and services listed in the official source as eligible for a fee waiver include:

• Form I-90 (Replace Green Card)

• Form I-129 (if applying for an E-2 CNMI investor extension)

• Form I-129CW (E-2 CNMI investor)

• Form I-131 (if applying for humanitarian parole)

• Form I-191 (Relief Under Former Section 212(c))

• Form I-192 (Advance Permission to Enter as Nonimmigrant, only if exempt from public charge)

• Form I-193 (Waiver for Passport/Visa, if exempt from public charge)

(The list in the source text continues further. Always check the full, current list on the official page.)

HOW TO FILE:

1. Confirm your main form is eligible. Look at the official fee waiver page or the list inside the instructions.

2. Complete Form I-912. You can also prepare a written request if you prefer. Sign the form – unsigned forms will be rejected.

3. Gather proof of inability to pay. If you rely on a means‑tested benefit, you must include a letter, notice, or agency document that shows:

• Your name (or the name of the person receiving the benefit who is your spouse, parent, child, or sibling living with you)

• The name of the agency granting the benefit

• The type of benefit

• Proof that the benefit is currently being received (for example, a recent date, effective dates, or a renewal period).

If any document is in a foreign language, include a full English translation and a signed translator’s certification.

4. Attach Form I-912 (or written request) and all evidence to the main application. Do not file Form I-912 alone, and do not send it after USCIS has already received the main application.

5. Choose your filing method:

Mail: Mail the paper version of Form I-912 with the main form to the address listed in the main form’s instructions (for example, the N-400 address).

Online: For certain eligible forms, you may upload a completed PDF of Form I-912 together with the completed main form using your USCIS online account.

6. Sign the form. A missing signature will cause rejection.

FEES:

(check the official fee schedule)

CURRENT EDITION & DEADLINES:

Edition date: 07/22/25. USCIS will also accept older editions or a written request. Always check that the edition date and page numbers are visible on all printed pages.

COMMON MISTAKES:

- Submitting Form I-912 without the full main application, or sending it after the main application has already been delivered.

- Forgetting to sign your form – this will lead to rejection.

- Using pages from different form editions or pages where the edition date is not visible at the bottom.

WHERE TO GET THE FORM:

Download the form only from the official USCIS website: www.uscis.gov/i-912. Do not use copies from unofficial websites.
