WHAT IT IS:
Form I-90 is the official USCIS application to replace your Permanent Resident Card (Green Card). As a lawful permanent resident, you must carry a valid, unexpired Green Card at all times. Use this form if your card is expired or needs to be replaced for any reason.
WHO NEEDS IT:
You should file Form I-90 if you are a lawful permanent resident and your Green Card is expired or needs replacement.
Do not use this form if you are a conditional permanent resident who received a 2-year Green Card through marriage or investment. Instead, you must file:
- Form I-751 (Petition to Remove Conditions on Residence) for marriage-based cards, or
- Form I-829 (Petition by Investor to Remove Conditions) for investor-based cards.
Before you file, USCIS suggests checking if you may be eligible to become a U.S. citizen instead. You can use the “Check Naturalization Eligibility” tool on the official page.
HOW TO FILE:
You may file Form I-90 online or by paper mail.
1. Get the current form edition. Download the latest Form I-90 directly from USCIS.gov. All pages must come from the same edition; check the edition date at the bottom of every page.
2. Choose your filing method:
- Online filing: Create a USCIS online account. Fill out the form, pay the filing fee, and submit. You can then track your case, receive updates, and manage your contact information online.
- Paper (mail) filing: Print the completed form. Sign it. Include the correct filing fee (or a fee-waiver request — see “Fees” below). Mail to one of these addresses:

FEES:

- Fee waiver: You may request a fee waiver if you cannot afford the filing fee. Important: If you request a fee waiver, you must file by paper — fee waivers cannot be submitted with an online I-90.
CURRENT EDITION & DEADLINES:

- There is no single filing deadline. You should file when your Green Card has expired or needs replacement, but you must always have a valid, unexpired card.
COMMON MISTAKES:
- Using an outdated or mixed edition. If any pages are from different editions, USCIS may reject your application. Download a fresh copy of the form for every filing.
- Mailing to the wrong address. Use the USPS address for regular mail and the Tempe address only for courier services (FedEx, UPS, DHL). A wrong address can delay processing.
- Forgetting to sign the form. An unsigned application will be rejected.
- Filing online when requesting a fee waiver. Fee-waiver requests must go by paper mail.
